For more information on our current rates, visit our Residential Rates page or our Commercial Rates page, depending on your rate class.
Why are you making these changes?
CoServ has not implemented a base electric rate increase since 2001.
For more than two decades, CoServ has managed rising costs through operational efficiencies, membership growth, and prudent financial management. However, rising costs for labor, materials, equipment, technology, and infrastructure investments have made a rate adjustment necessary.
When will these changes take effect?
On-bill notification will begin on October 1, 2026, and the rate changes will be effective on December 1, 2026.
FAQ
Why now if CoServ has not raised base electric rates since 2001?
CoServ has worked for more than two decades to manage rising costs through operational efficiencies, membership growth, and prudent financial management. During that time, many of the costs required to provide electric service have increased significantly, including labor, materials, equipment, technology, and infrastructure investments.
While CoServ has delayed the need for a base rate increase for many years, the rate increase is necessary to ensure we can continue providing safe, reliable electric service while maintaining the financial strength needed to serve our growing membership.
How is this rate increase different from the one in 2025?
The rate adjustment in the fall of 2025 was a revenue-neutral rate change that offset the increased customer charge with a decrease to the volumetric kWh rate for most rate classes.
This meant that by shifting more of the cost into the fixed portion of the bill and lowering the variable portion, we're aligning our rates with how costs are actually incurred. This approach helps maintain fairness and stability while keeping the changes revenue-neutral for the average Member.
Is this a rate increase?
Yes. This rate increase is to the monthly customer charge and is expected to increase total electric revenues by approximately 3%.
CoServ's goal is to recover the revenue needed to continue operating and maintaining the electric system while minimizing the impact on Members.
The adjustment reflects a balance between maintaining affordable rates and ensuring adequate funding for the infrastructure, technology, and personnel required to provide reliable electric service.
Who approves CoServ's rates?
As a not-for-profit electric cooperative, CoServ's rates are established by its Board of Directors, who are elected by and represent the Membership.
Can members attend the public meeting?
Yes. CoServ will hold a public meeting on November 19, 2026, at 8:00 AM at CoServ Headquarters. Members may attend to learn more about the rate increase and ask questions.
How are members being notified?
Members will receive information through bill messages, on-bill notice, SmartHub and CoServ.com.
How do CoServ’s rates compare to other utilities?
Even with the rate increase, CoServ expects its rates to remain competitive with area cooperatives, municipally owned utilities, and retail electric providers.
What are fixed costs?
Fixed costs do not vary significantly with energy usage and include infrastructure, substations, poles, wire, maintenance, labor, technology, and administrative functions necessary to operate the electric system.
What are variable costs?
Variable costs generally vary with the amount of electricity consumed and include wholesale power and transmission-related expenses.
